Job Description

Lincoln Cornhill is proud to be working with a District Council based in the South East to source an interim Programme Director – Housing Transformation on a 6-12 month interim contract. You will be required to attend the office three days per week.


The candidate will be responsible for leading the delivery of the Council’s Housing Transformation Programme and Housing Improvement Plan, ensuring sustained improvement in housing services, regulatory compliance and resident outcomes.


The range of function which are covered include:

  • Working across the organisation, you will mobilise the full range of corporate capabilities (including IT, Digital, Procurement, Communications, HR and Finance) to ensure the programme is properly resourced and delivered effectively
  • You will lead clear, robust reporting and engagement with the Social Housing Regulator, Members and senior leadership, ensuring confidence in delivery and progress
  • Develop and manage a comprehensive programme roadmap, milestones and delivery plans
  • Ensure transformation is clearly structured, governed and aligned to corporate priorities
  • Drive pace, discipline and accountability in delivery
  • Identify and secure skills, expertise and capacity from across the organisation
  • Ensure strong alignment between housing and corporate systems, processes and programmes
  • Break down organisational silos and drive a whole-Council approach to improvement
  • Develop robust self-assessment, assurance and evidence frameworks
  • Oversee the Council’s relationship with the Social Housing Regulator, including submissions and inspections


Experience and skills required:

  • Leading large-scale transformation programmes
  • Delivering regulatory improvement (Consumer Standards)
  • Working across corporate services (IT, procurement, comms, HR)
  • Leading regulatory reporting and stakeholder engagement
  • Ability to drive pace, accountability and delivery
  • Excellent communication skills for Members, Regulator and SLT
